A number of books, which are written for people starting French. Simplified writing, yet in genuine French, and are interesting and engaging. Key words are translated for you in a glossary. You could probably start with these once you have a reasonable A1, so a good set to start with.
8 graded levels – Intro, 1,2, 3, 4, 5, 6, 7. Actually for French adolescents and adults who are developing reading. They are sort of remedial reading, with the interest higher than the readability. Therefore a really good series to start with, once you’re at A2 (which I did). Top levels are about B2.
This is a great series of 6 readers for adults learning French. It’s written to progressively develop vocabulary and grammar, without over-emphasising them. It starts off with short, simple sentences, using the present tense, and then introduces greater complexity in later books. I have bought and read them all, without bothering grammar the with. Starts off about A1, and goes on to about B1
Parallel French/English texts, written at a (partially) simplified level and only available in Kindle version. Each book is quite short (about 20 pages), and they are relatively inexpensive. Probably need at least B1 (without the parallel text, they would be B2)
Simplified contemporary french reading, written for foreign language students.
Supposed to cover the range from A1 to B2, but I think that you have to add at least one to the lower levels. More if you want to read them easily (which you should).

There are also advantages in having a single, online source. Also, at least you can see what you’re buying before you decide (hint: magnify the whole page and you will be able to go through the whole book).
There’s a lot of work gone into this, and it seems to be a well-developed and progressive scheme.

Covers quite a range – some of the early readers are at the earliest stages, matching with A1, and they go up to about B1. Most of the books have a sample of a page, so you can judge what would be right for you. Beware postage costs if you're only getting one book.
